PC built in 2012 - Choosing Components

The intension is to build a PC for software development and general computing but not specifically for gaming.

So the computer needs to be reasonably powerful but I would also like it to be small, quiet and power efficient.

The plan is to first order the basic components to get the system working and then get some Additional bits and pieces at a later stage, for now I will use my existing hard disc/optical drive/monitor/keyboard/mouse.

My original plan was to build a small mini-ITX system but, when I looked into it, this would involve too many compromises. So I decided to build a larger micro-ATX system.
